
The governance structure will work in synergy towards achieving the objectives of the SIE Fund. During the period of funding from the RISE Project, the Fund will go through 5 phases each marked by the crucial involvement of its governance structure:
Phase 1: SIE Fund Creation - Establishing a Foundation for Success
The Steering Committee is a multi-stakeholder body, comprised of government representatives, TVET specialists, private sector lead bodies and civil society actors, lays the groundwork for the Fund's future direction. The Steering Committee defines the Fund's overall objectives, strategic priorities, and funding windows (Training Grants, Institutional Improvement, Start-up Support). Their collaborative efforts ensure a comprehensive approach that addresses the multifaceted needs of the TVET landscape.
Phase 2: Initial Phase of Operation - Building the Framework
With the foundation laid, the focus shifts to establishing a robust operational structure. The Secretariat, the engine room of the Fund's day-to-day operations, is formed. Working closely with the Steering Committee, the Secretariat develops key operational documents such as call for proposal guidelines, evaluation criteria, and grant management procedures. Additionally, an initial programme will be launched to test these processes and refine them before full-scale implementation. Throughout this phase, the Steering Committee provides guidance and oversight, ensuring the Secretariat functions effectively and aligns with the Fund's strategic vision.
Phase 3: Full Operation – Unveiling Opportunities and Delivering Support
This phase marks the official launch of the SIE Fund's windows. Calls for proposals are published, outlining eligibility criteria and application processes for each window. The Secretariat facilitates workshops and information sessions to raise awareness among potential applicants. During this pivotal stage, the governance structure plays a critical role. The Steering Committee approves funding allocations across the windows, while the Technical Advisory Committee (TAC) provides technical advice on proposal evaluation. A rigorous evaluation process, guided by the TAC and independent evaluators, ensures that the most promising and impactful proposals receive funding. Once successful applicants are selected, contracts are formally signed, marking the commencement of funded projects. The Secretariat closely monitors these projects, ensuring compliance with grant agreements and progress towards established targets.
Phase 4: Improvement Phase - Learning from Experience and Adapting for Impact
As programmes unfold, the focus shifts towards continuous improvement. The Secretariat gathers data on project implementation, student progress, and institutional capacity development. This data is meticulously analysed by the M&E Unit, established within the Ministry of Higher Education, Research, Science and Technology. Working alongside the TAC, they identify areas for improvement, refine programme design, and adapt strategies to maximise impact. Lessons learned are documented and shared with stakeholders, fostering a culture of continuous learning and adaptation. The Steering Committee plays a crucial role in reviewing M&E findings and making strategic decisions to optimise the Fund's effectiveness.
Phase 5: Closing Phase - Consolidation and Sharing Success Stories
As the five-year implementation period nears its end, projects are gradually closed. The Secretariat finalises grant disbursements and conducts final evaluations. Data from all phases is consolidated to generate a comprehensive report on the Fund's achievements and impact. This report, presented by the Secretariat to the Steering Committee, provides valuable insights for future initiatives. Success stories of programme beneficiaries – skilled graduates, strengthened institutions, and thriving youth-led businesses – are documented and shared to inspire future generations and garner continued support for the TVET sector.
The SIE Fund's journey, to be guided by effective governance structures, holds immense potential to transform The Gambia's TVET landscape. Through these five phases, from establishing a foundation to consolidating achievements, the Fund paves the way for a brighter future, empowered by a skilled and enterprising youth force.
