Relevant Skills Development
Objectives & Scope
Window 2 of the SIE Fund supports Technical and Vocational Education and Training (TVET) providers in delivering demand-driven, high-quality skills training that meets the needs of The Gambia’s labor market and economic priorities. This window aims to:
- Increase enrolment in accredited TVET programmes.
- Improve job-readiness and employability for young people, women, and vulnerable groups.
- Align training with national priorities in agriculture, engineering, tourism, ICT, business, and creative & performing arts.
- Promote partnerships with industry to enhance relevance and impact.
- Support climate-smart and green economy skills.
Eligibility Criteria
Eligible Applicants:
- Public or private TVET institutions registered and accredited by NAQAA.
- Institutions must not be in default of past grants or financial obligations and must demonstrate:
- Proper financial management.
- Compliance with tax and social security obligations.
- No liabilities with financial institutions.
Eligible Proposals:
- Must align with the Gambia National Qualifications Framework (GNQF) at levels 4 to 6.
- Must target youth (15–35 years), women, and persons with disabilities.
- Proposals should include detailed curriculum, trainer qualifications, facilities, industry partnerships, budget, and implementation timelines.
- Each institution may submit only one proposal, though it may cover multiple training programmes.
- Sub-contracting to third-party training providers is not allowed.
Application Process
Applicants must:
- Structure their proposal using the standard format provided in the call document.
- Submit one consolidated PDF electronically to siefmoherst@gmail.com and deliver a hard copy to the SIE Fund Secretariat at MoHERST.
- Submit by the specified deadline (TBD).
Late or incomplete submissions and proposals that do not follow the required structure will not be considered.
Ineligible Expenditures
- Sub-contracting training delivery to non-accredited third parties.
- Proposals lacking alignment with national strategic and sectoral priorities.
- Multiple proposals from a single institution (only one will be accepted).
Funding & Disbursement Process
- Funding is competitive and based on merit and resource availability.
- The final tranche of funding is tied to achieving specific indicators:
- 80% graduation rate among trainees.
- Dropout rate ≤ 20%.
- 70% employability rate six months post-training.
- Feedback will be provided to unsuccessful applicants for potential resubmission.
Monitoring & Reporting Requirements
- Beneficiaries must report progress regularly and submit:
- Training outputs and employability data.
- Financial and narrative reports.
- Institutions are subject to audits and control mechanisms of the SIE Fund.
- Reports must demonstrate alignment with:
- RF-NDP (Recovery-Focused National Development Plan)
- Sectoral policies (e.g., ESP, Social Protection Policy)
- Adjustments or clarifications may be requested during evaluation. Failure to comply may result in disqualification.
